RSPB - Response to Energy Consents Unit

"RSPB Scotland is supportive of the use of renewable energy due to the urgent need to tackle the climate crisis. However, we are also facing a biodiversity crisis, with significant declines in the abundance and numbers of species in Scotland.

...based on the information provided in the Additional Information, as well as
ongoing tracking data on the movements of Golden Eagle by the South of Scotland Golden Eagle Project, and as we outline to the Applicant when we met, we remain concerned regarding the location of turbines 11-14 proposed on the forest edge. We also have concerns regarding the potential impact to Black Grouse in the eastern section of this project through disturbance and displacement.

... We also consider that there is potential for impacts to Golden Eagle in relation to displacement from foraging habitat during construction.

... NatureScot guidance on Habitat Management Plans (2016)1 advises: “make use of the
most up-to-date guidance and information that is available at the time of creation”.
Therefore, we recommend contacting SSGEP for recent tag data to inform areas
appropriate for habitat enhancement to support the Golden Eagle population.
Ultimately delivering enhancement for Golden Eagles would support regional
objectives to restore its population across southern Scotland in line with the
efforts of the SSGEP."
